ABSTRACT This study examines the intersection of digital governance (e-governance) and social reforms within the state of Rajasthan, India, highlighting how technology serves as a key driver for social inclusion, administrative transparency, and public welfare and social reforms within the socio-economic landscape of Rajasthan, India. Historically characterized by structural disparities and challenging topography, Rajasthan has transitioned into a pioneer of digital public infrastructure (DPI) in India. Utilizing core frameworks like the Rajasthan Jan Aadhaar Yojana, the Jan Soochna Portal, and e-Mitra assisted-service networks, the state has digitized social welfare to drive financial inclusion, minimize bureaucratic corruption, and empower structurally marginalized groups—particularly women and rural communities.Through an analytical review of these platforms, the paper evaluates their collective impact on empowering marginalized communities—specifically focusing on financial inclusion for rural populations and the socio-economic empowerment of women. Furthermore, the study looks into recent modernizations, including the deployment of the state's AI & ML Policy 2026, which integrates data-driven analytics and artificial intelligence into public services like education competency tracking and missing persons identification. This paper concludes that Rajasthan’s citizen-centric framework offers a compelling roadmap for how regional governments in developing countries can align technological innovation with democratic accountability and institutional integrity to catalyse progressive social reforms. This study is focused on secondary sources i.e. journals, reports, print media, and other government websites.
